New 2002 formula

The following formula has been selected by the rules committee to score the robots in the 2002 contest.
An additional factor of rice weight squared has been added.
The minimum robot weight is 32 oz.
Robots less than 32 oz can compete but will be scored as if they weigh 32 oz.
The minimum time is 60 seconds. Maximum is 240 seconds.
Robots that automatically stop before 60 seconds will be scored as if they ran for 60 seconds.
Robots that become trapped will score the full 4 minutes.

A perfect score of 256 would result from a 32 ounce robot collecting
all 8 ounces of rice and returning home for the recharge bonus in 60 seconds or less.
The 4 parts of the formula have maximum values as follows:

Rice wt: 64
Bonus: 64
Note that all four factors have equal weighting.

The minimum robot weigth is 32 oz.
The minimum time is 60 seconds.
